Add comprehensive project completion summary
Added: PROJECT_MIGRATION_COMPLETE.md (15KB final summary)
This document provides a complete overview of the DirectX migration project:
Phase 1 - DX8 → DX9 Migration (dx9 branch):
✅ 457 files converted
✅ 1,608 insertions, 1,260 deletions
✅ All DX8 interfaces upgraded to DX9
✅ StateBlock API modernized
